Can a Mobility Scooter Go on the Road?

What is a road-legal mobility scooter?

Road-legal mobility scooters are often referred to as ‘Class 3’ scooters. These models are designed to be driven both on the pavement and on the road - with some limitations. They are larger and more powerful than their ‘Class 2’ counterparts. This is what makes them better suited to longer journeys, across a variety of terrains. 

Class 3 scooters are the only mobility scooters legally allowed on roads. As a result, they are designed differently and are fitted with key safety features that make them suitable for this use:  

- Top speed of 8mph (with a 4mph setting for pavements) 

- Front and rear lights, indicators, and reflectors

- A horn and rear-view mirrors 

Good to know: You don’t need a driving license or road tax to drive a Class 3 scooter, but it must be registered with the DVLA. If you hire a Class 3 scooter from us, we’ll handle that for you.

Where can you drive a road-legal scooter?

You can legally use a Class 3 scooter: 

- On roads with a speed limit up to 50mph 

- On pavements and pedestrian areas (at 4mph or less) 

- In towns, villages and rural areas 

You cannot drive them: 

On motorways 

In bus or cycle lanes 

Good to know: Always follow the Highway Code and use your amber flashing light when driving on the road to stay visible. 

On-road vs. All-terrain: what’s the difference?

Many Class 3 scooters also fall into the all-terrain category. This means they come with: 

- Larger wheels and tyres 

- Higher ground clearance 

- Suspension systems for comfort 

- Powerful batteries for longer range 

These features make them suitable for gravel paths, rural roads and grassy areas as well as urban travel. If you want a mobility scooter that can handle all kinds of terrain, look for a robust Class 3 model like the TGA Breeze S4 or Kymco Maxi XLS.
